Many foreign companies are looking toward Chile as their gateway to Latin American because of its advanced communications systems relative to other Latin American countries. A prime example is seen with Dell Computers' plans to launch its computer sales and support operations in Chile. Chile's economy, fueled by its free market and pro-competitive policies, has averaged a real growth rate of approximately 8% per year over the past 10 years. This has been achieved largely because of the limited role of government in the economy. Total Chilean public and private investment in 1997 accounted for 33% of GDP with foreign direct investment in Chile amounting to US$5 billion.2
