A Policy Oriented Model of the Eutrophication Problem in the Lake Erie Ecosystem. (With Jan G. Klabbers) SRC Report 74- 1. Systems Research Center, Case Western Reserve University, 1974.

In a survey of more than two hundred works on eutrophication, by the consulting firm of Dalton, Dalton, Little and Newport, the Richardson-Klabbers model was judged to be definitive. It was used by the firm as the basis for a major report of the National Commission on Water Quality. The model was so complete and well documented, that they were able to replicate it entirely and accurately from published material (a practically unheard of event in the field of computer simulation.) Klabbers and I were both working in Europe at the time and learned of this significant policy application at a later date. Documentation of the Food Submodel of the Multilevel Hierarchical World Model. (With Patricia Strauch and Martha Schaefer. Systems Research Center, Case Western Reserve University, 1975). This telephone-book length report was the basis for a major technical assistance project in global planning under the auspices of the Plan and Budget Organization, Imperial Government of Iran. A high point of the project was a three hour on line computer demonstration for the entire cabinet, an unique event in history, as far as I know. Towards Effective Foresight in the U.S. Government (1980)

This widely circulated and frequently quoted report developed policy recommendations from the Global 2000 study for the Department of State and Council on Environmental Quality. It later was reprinted by the General Accounting Office. The report was apparently responsible for establishing the concept "Foresight" as the way of describing the long range planning activities of the U.S. Government. Democratization and Ethnic Conflict: Results and Conclusions from Four Recent Studies This invited paper, prepared for the workshop of Democratization and Ethnic Conflict organized by the Panel on Issues in Democratization, Commission on Behavioral and Social Sciences and Education, National Research Council. October, 1992. Copies of the paper were subsequently circulated to most AID missions with democratization initiatives in progress.
 
 
- MODELS DEVELOPED

Developing a computer simulation model which leads to published work is a major research task, quite apart from the publications which are subsequently based upon it. A typical model may involve as many as three to five hundred equations, a thousand variables and require the estimation of five hundred or more parameters. The models listed here, with the exception of the last have all provided the basis for major publications. In the case of the Lake Erie and Global Models, the impact has been significant.

Satisfaction Mechanism for the Urban Dynamics Model (With T. Pelsoci). January, 1972. 

This was the first demonstrated synthesis of System Dynamics and Multilevel Hierarchical Systems Analysis Institutional Regional Regulatory Model (IRRM). 1973.  This was a multilevel/System Dynamics model of policy processes related to water pollution abatement in the Lake Erie Basin. It build upon the work cited above and was one of the early attempts to incorporate "soft variables" in a policy oriented System Dynamics model using the multilevel approach. Presentations of the model were made to a number of professional groups in the fields of systems engineering/control theory/cybernetics. Lake Erie Eutrophication Policy Analysis Model (With J.G. Klabbers). 1974. 

The basis for a major national-level policy study, as noted above. 

Integrated Lake Erie Eutrophication Policy Analysis Model. 1976. 

Preliminary version in collaboration with M.D. Mesarovic, J.G. Klabbers, and R. Prober. Final version, 1976. This model was the principal output of a $500,000 study of eutrophication funded by the Rockefeller Foundation. Integrated Food Policy Analysis Model I. (With M.D. Mesarovic and W.P. Clapham.) 1974. This was one of the two major submodels of the original Mesarovic-Pestel world model. The model became the basis for Mankind at the Turning Point (by M.D. Mesarovic and E. Pestel, the second report to the Club of Rome.) Integrated Food Policy Analysis Model II (With M.D. Mesarovic and Patricia Strauch). 1975. This model became a core component of interactive computer work with high level officials throughout the world. Developing Nation. 1986-7.  The purpose of this model is to provide answers to the question, "how can development, oriented toward ending hunger and meeting basic human needs occur without violence or violent repression?" - OTHER CONTRIBUTIONS

The Ending Hunger Briefing (with Roy Prosterman, Donella Meadows, Ted Howard, Joan Holmes and the staff of The Hunger Project)

The Ending Hunger Briefing was a four hour presentation on the facts of global hunger and on what individuals can do to end it. More than 300 grass roots briefing leaders were trained to deliver the briefing. It has been translated into French and German and Japanese. More than 300,000 people have completed the briefing.

Included among my clients have been the U.S. Department of State, the Council on Environmental Quality, the General Accounting Office, the National Science Foundation, the National Research Council, the Hunger Project, the General Motors Corporation, AT&T, Battelle National Laboratories, the Al Diriyyah Institute, the Parliament of the European Community, the Ministry of Planning, Government of Egypt and the Plan and Budget Organization, Imperial Government of Iran. In recent years, I have limited my consulting activities in order to focus primarily on teaching, research and directing the School of International Service Doctoral Studies Program.
